Fla. officials do not recommend changes to harbor pilot oversight   Ship operators had hoped to win easier rules, lower rates (3/10/2010) (MELBOURNE, Fla.) -- A state report that examined the regulation of harbor pilots does not recommend major changes, the Florida Today newspaper reported. That's bad news for ship operators who had called for a liberalization of the rules governing who can guide ships into port, in order to reduce rates.
